Do Plumbers Need a Licence? Check the Work and Evidence

Check the Work Rather Than Looking for One Universal Licence
There is no single general-plumbing licence that establishes competence and permission for every UK plumbing job. Ask what work is proposed and what evidence applies. Ordinary water plumbing, gas work, building work and a water supplier's notification process have different requirements.
Qualifications and practical experience matter even where there is no general licence. A professional membership or logo is not a substitute for checking the actual person, work scope and current registration where required.
For Gas Work, Check the Engineer and Categories
For gas work covered by the applicable gas safety regulations, check Gas Safe registration and the engineer's relevant categories. A plumbing qualification alone does not show authority for boiler or other gas work. Check the actual engineer undertaking the work, not only the business name in an advert.
HSE covers the Great Britain regulations; HSENI explains Northern Ireland's separate regulations. Use our engineer checking guide and the registration scope explainer for the distinction between business, engineer and work categories.

WaterSafe and Supplier Consent Are Different Checks
WaterSafe lists approved plumbing businesses through participating schemes. Check the actual scheme/register rather than a copied logo. Approval creates specified exceptions to water-notification requirements; it does not remove every notification or all water-fittings duties.
England/Wales, Scotland and Northern Ireland have different water regulations/byelaws. Ask the plumber to identify the actual supplier and whether the proposed work needs notification or has a specific approved-contractor exception. The supplier packet worksheet shows the proposal, plan and response records to retain.
Agree Building and Handover Responsibilities Before Starting
Some plumbing/heating work also needs the applicable building-control or competent-person route. Ask which route applies to the country and proposal, who handles it and what completion evidence you receive. Do not assume a water compliance document, gas record and building compliance certificate are interchangeable.
Fictional example: A customer receives a quote for water plumbing and gas heating work. The quote names who performs the gas portion, identifies the relevant registration check and separately records any water supplier/building dependencies. At handover, the customer keeps the documents for the actual performed work rather than asking for one generic “plumbing licence”.
Your Before-Work Evidence Checklist
| Ask | Keep |
|---|---|
| Who undertakes each part? | Business and responsible trader; relevant competence/registration checks. |
| What qualification and experience fit this task? | Relevant award/work scope, rather than assuming every diploma covers every specialism. |
| What does the quote include? | Actual scope, price basis, exclusions and agreed changes. |
| Which approvals apply? | Supplier/building route and who obtains the required response. |
| What insurance covers the work? | Current policy evidence and relevant scope. |
| What will I receive? | Work record and each applicable compliance/handover document. |
Our qualification guide explains the route names. The first-job handover pack connects those checks to the actual agreement and records. Source check: 2 October 2026.
